Noel Gerald DCruz assumed the role of Group Chief Risk Officer (GCRO) at OCBC on January 1, 2023. In this capacity, he holds overall accountability for risk management, encompassing Credit, Market, Liquidity, Operational, and Environmental Social Governance (ESG) aspects across OCBC’s operations in Singapore, Malaysia, and other international markets. Concurrently, he was appointed Group Chief Information Security Officer, responsible for Cyber & Information Security. Reporting jointly to the Group CEO and the Board Risk Committee of OCBC, Mr. DCruz joined the bank in 1989, following his tenure at the Monetary Authority of Singapore. Throughout his career progression, he has spearheaded initiatives to enhance the bank’s credit risk management framework, including the establishment of dedicated units for policy, underwriting, analytics, remediation, and data management. His leadership was pivotal in driving OCBC’s Basel program for internal ratings-based credit management and capital adequacy assessments, as well as implementing modeling approaches for Expected Credit Loss portfolio allowances. Additionally, in 2017, he founded the Group Data Management Office to oversee the implementation of a comprehensive data governance and management framework across the organization. Holding a degree in Economics from the London School of Economics and Political Science, Mr. DCruz brings a wealth of experience and expertise to his pivotal role at OCBC.
